Innovation is not something that can be decided.  There is a need for a certain atmosphere and culture that will facilitate innovation and creativity.  An organization needs to allow the emergence of crazy ideas, of projects that do not generate immediate profit. 

Of course it is not that straightforward to maintain an innovation strategy in an economic context.  Companies need to generate enough cash to sustain growth.
